About Arizona ballot measures

A statewide question reaches voters in Arizona by one of a few well-defined routes, and the route explains much about the measure. A legislature may refer a proposed constitutional amendment, a bond authorization, or an advisory question directly to the ballot. Citizens may qualify an initiative by gathering signatures. A referendum may place a law the legislature has already passed before voters for approval or repeal. Each route carries its own signature thresholds, filing deadlines, single-subject and title requirements, and review by a state officer or court — and those requirements are set by each state's own constitution and statutes, not by any national standard.

That is why the measures above are grouped by election and labelled with their type and current status. A question still gathering signatures may never appear on a ballot at all; one that has been certified will appear in the wording printed on the sample ballot, which can differ from the wording its sponsors first circulated. Question numbers are assigned by the state, often late in the cycle, and in some states a measure that appears in more than one election is not a rerun but a required second step.
