How an election cycle takes shape

A ballot is assembled over a long runway. Citizen initiatives are drafted and cleared for circulation, signatures are gathered and verified, and legislative referrals are passed in one or more sessions — often years before the election they appear in. Certification, the point at which a state fixes what will actually be printed, usually falls only a few months before Election Day, and questions can be renumbered, consolidated, or removed by a court right up to that deadline.

That is why an election page here can change between visits. A measure listed as gathering signatures may qualify, may fall short, or may be withdrawn by its sponsors; a certified measure gets its official number and its final ballot title. Each entry carries its current status and the date the record was last checked.

What is on an election page

An election page collects every measure this site tracks for that cycle, grouped by state, so a single page shows what voters in different places are being asked at the same time. Each measure links through to its own page: the plain-language summary first, then the official ballot language, the fiscal impact as the state's analysis states it, the arguments made for and against with the groups making them named, and the sources the entry was built from.

Only cycles with tracked measures are listed, so this index grows as coverage does. Past cycles stay published once results are recorded, because how a state voted on a question the last time it appeared is usually the most useful context for reading it again — particularly in states that require a citizen-initiated amendment to pass twice before it takes effect.

Election dates, certification deadlines, and the final content of any ballot are set by each state and can change. Confirm them with your state or county election authority before relying on them; this site is an independent tracker, not an election authority, and its summaries do not replace the official record.
